Phoenix, Ariz. — The Arizona Corporation Commission voted unanimously during the October 8, 2026 Open Meeting to approve a credit to Arizona Public Service Company Customers on their November 2026 electric utility bills. The bill credit is due, in part, to the success of the Green Power Partners program and an approximately $33.6 million uncommitted balance in the utility’s Renewable Energy Adjustment Charge (REAC) fund. The REAC appears on residential customer bills as an “Environmental Benefits Surcharge” of approximately $2.49. Additionally, customers will not be billed the monthly REAC charge on their November 2026 statements. Combined, the average residential customer could see a one-time savings of about $14.70.
“I was pleased to vote and approve a bill credit to APS customers for the month of November,” said Chairman Nick Myers. “Our Commission approved Green Power Partners program, in which commercial and industrial customers voluntarily purchase RECs from APS, has resulted in over $33 million for APS customers. The average residential customers will therefore see a bill credit of around $15 in November. The Commission’s work to repeal the REST rules and to allow APS to sell the RECs enabled this meaningful bill credit.”
"The success of APS’ Green Powers program has allowed for a credit to customer’s bills in November,” said Commissioner Lea Márquez Peterson. “This comes at a good time for residential customers who saw higher bills due to increased usage during the hot summer months. I was happy to support the credit on APS customer’s bills today during our ACC meeting.”
“It is heartening to see that recent decisions we have made on the Commission are paying off for APS ratepayers by the return of approximately $33.6 million to households,” said Commissioner René Lopez.
“The Commission voted unanimously to refund to APS customers a one-time credit in November,” said Vice Chair Rachel Walden. “In 2006 the then Commission mandated that APS enter into long-term, out-of-market renewable energy contracts to meet the Renewable Energy and Standards Tariff Rules. This Commission voted unanimously to repeal those rules, which misguidedly the Attorney General has challenged, so APS customers unfortunately have to pay each month a surcharge that they would otherwise not have to pay in the first place. APS was able to monetize some Renewable Energy Credits under their Green Power Partners program, and those proceeds are what are being used to provide this one-time relief to customers."
"Any time the Commission and our utilities can act to save ratepayers money it's a good day" said Commissioner Kevin Thompson. "My focus is that we will continue to identify ways to save customers money on their monthly bills by eliminating surcharges and fees enacted by prior Commission's that should have never been there in the first place."
The REAC will return to its previously approved rate on December 1, 2026. All documents related to this case can be found in the Commission’s eDocket system https://edocket.azcc.gov/, docket No. E-01345A-26-0401.
