ACC Approves Summer Bill Credit for APS Customers

Phoenix, Ariz. — At the Arizona Corporation Commission’s Open Meeting on April 22, 2025, the Commission voted unanimously to approve Arizona Public Service Company’s (APS) application to authorize refunding a total of $52 million in uncommitted surcharge funds through its Demand Side Management Adjustment Charge (DSMAC) and Renewable Energy Adjustment Charge (REAC) programs to customers in the form of bill credits.

APS customers should receive a combined total of approximately $23 in credits on their monthly bill statements over a two-month period this summer.  The Commission approved an amendment by Vice Chair Nick Myers that directs APS to distribute the credits when it would be most beneficial to customers, which is during the summer, to provide some relief on their energy bills.  A bill credit of approximately $12 should be issued to customers on their July and August billing statements, the total credit depends on usage.

"Arizona summer electric bills can be tough to bear, I'm glad the Commission voted unanimously to adopt my amendment to return an overcollection of funds to the ratepayers in July and August,” said Vice Chair Nick Myers.  “This will help offset some of their bill during the most needed time."

During the meeting, Chair Kevin Thompson expressed his eagerness to bring APS’ DSMAC plan before the Commission soon for a full review. “Anytime we can provide relief for ratepayers we should act,” said Thompson. “And while these summer bill credits are one-time events, I look forward to a more thorough review of APS’ current DSMAC budget and programs so we can identify and emphasize those programs that create greater relief for APS customers moving forward.”

"I voted today with my fellow Commissioners to approve a refund of overcollected funds to APS ratepayers during the hottest time of the year - July and August,” said Commissioner Lea Márquez Peterson. “This will assist families whose electricity bill increases during the summer due to higher usage with some financial relief.”

The DSMAC and REAC collects funds intended to pay for the costs of Commission-approved measures and programs that reduce peak demand, increase energy efficiency, and renewable energy programs.
