NARUC Adopts Myers-Sponsored Natural Gas Permitting Reform Resolution

Phoenix, Ariz. — At the National Association of Regulatory Utility Commissioners (NARUC) 2025 Annual Meeting and Education Conference in Seattle, Washington, Vice Chairman Nick Myers sponsored Resolution GS-2 Resolution Supporting Permitting Reform for Interstate Natural Gas Pipeline Infrastructure.

The Committee on Gas passed the Resolution on November 10, 2025. The NARUC Board of Directors adopted the Resolution on November 11, 2025.

“With electricity demand set to surge, we can’t meet consumers’ needs without expanding natural gas pipelines and fixing a permitting process that delays essential projects,” stated Vice Chair Myers. “Breaking this logjam is critical to keeping energy reliable and affordable.”

The Resolution recognizes that “analyses cited by energy, labor, manufacturing, and environmental stakeholders demonstrate that electricity demand may grow by as much as 20 percent by 2030 – with natural gas expected to supply roughly 60 percent of that growth and renewables the remaining 40 percent;” The Resolution further recognizes that “supplying natural gas to meet the needs of electricity consumers will not be possible without an expansion of the nation’s interstate pipeline capacity;” and that “a primary obstacle to expansion of interstate natural gas pipelines is the need to navigate a lengthy and litigious federal permitting process;”

Therefore, NARUC reaffirmed “that expansion of interstate natural gas pipeline infrastructure is a vital national priority and urges Congress to enact reforms to break the permitting logjam for the construction and operation of such infrastructure.”

“Streamlined, predictable permitting is essential to strengthening our economy, ensuring a more resilient grid, leveraging secure domestic energy, lowering consumer costs, and creating quality American jobs,” concluded Vice Chair Myers. “I look forward to continue working with my colleagues and federal partners to move permitting reform forward.”
