Restructuring Arizona's Electric Utility Industry
The Arizona Corporation Commission has been working since 1994 to bring competition to the previously monopolistic electric utility industry through a public process known as restructuring or "deregulation." The course that restructuring is taking has also been influenced by recent legislation, primarily H.B. 2663 (1998 session).
