Topic: Consumer Information Advisory Panel Meeting
Matters Discussed:
Connie Walczak, Commission Staff, opened the meeting welcoming the Panel members. Panel and staff were introduced.
Staff opened the discussion regarding the proposed rule changes. The Panel discussed concerns they had involving clarifications on R14-2-1617 – Disclosure of Information, items discussed were:

A.4. Label or disclosure statement (applicable when unbundled)

B.1. Needs clarification

D. Direct Marketing – the panel would like to see a more detailed definition of Direct Marketing. They felt the definition from the previous meeting was too vague.

F.12. Request clarification of Corporation Commission’s intent. Panel questioned if this needs to be compiled into one document.

G.1. Welcome Packet received by the customer within 30 days of application containing specific generation services information.

 
The Panel would like to see what has been done in other states regarding the look and content of the label. Connie Walczak confirmed that Barbara Keene was going to be researching this information. A report will be provided prior to the next meeting.
Jana VanNess (Arizona Public Service) will work on the label waiver. She will proceed after receiving feedback from Staff on "Rule 1617 Discussion Paper". A draft of the waiver will be provided to Barbara Keene by mid November.
The panel questioned information received from David Moskovitz of the Regulatory Assistance Project (RAP), a contact person suggested by Bud Annan of ACEIA at the July 27th meeting. Connie Walczak advised no response to her voicemail or e-mail for label information had been received. The panel requested the following contact information for David Moskovitz; 207-582-1135, e-mail address; davidmosk@aol.com.
Panel members felt it important to check the CIAP mailing list to assure all interested parties will receive notification of upcoming meetings. The mailing list will be expanded to include, Process Standardization Working Group (PSWG), new ESP applicants and other parties suggested by panel members. A letter will be sent to all parties regarding the waiver and asking for feedback.
The new Arizona Corporation Commission Utilities Director was discussed. Mark Dinunzio, Commission Staff advised Ernest Johnson, currently Utility Director with the Oklahoma Commission will be starting October 23, 2001.
The next meeting of the Consumer Information Advisory Panel is scheduled for Friday, October 19th, 9:30 a.m. in the Pipeline Safety Conference Room, 1st floor, 1200 West Washington, Phoenix, Arizona 85007. The agenda and any related materials will be sent to all Panel members prior to the meeting.
