Membership The Committee consists of eleven members. Section 40-360.01 establishes the general makeup of the committee. Five positions are filled by officials from state agencies and six are filled by the Corporation Commission: 1. John Foreman, Esq., serves as the Attorney General's designee and, by statute, is the Committee Chair. 2. Paul Rasmussen is the designee for the Director of the Department of Environmental Quality. 3. Gregg Houtz is the designee for the Department of Water Resources. 4. Jack Haenichen is the designee for the Director of the Energy Office of the Department of Commerce. 5. David Eberhart serves as the designee of the Chairman of the Arizona Corporation Commission. 6-11. Six members appointed by the Arizona Corporation Commission to each serve a term of two years: a. Barry Wong, Esq. (term expires 2/4/11) represents the general public;
b. Mike Palmer (term expires 2/14/09) represents the general public;
c. William Mundell (term expires 1/26/11) represents the general public;
d. The Honorable Mike Whalen, Councilman, City of Mesa (term expires 2/4/11) represents incorporated cities and towns;
e. The Honorable Patricia Noland, Clerk of the Court Pima County (term expires 8/13/10) represents counties; and f. Jeff McGuire (term expires 8/20/10) represents agricultural interests.
